Job development proposal to the U.S. House of Representatives:

Chief interagency officer of accountability and enforcement in crime-related emergency incident response:

Fulfilling interagency agreements in the continuum of National Response Authority in post-acquisition evacuations.

Aligning outcomes in justice with defense-related training and national preparedness goals.

Coordinating rural response with federal regulatory standards in mining, justice, labor, and environmental enforcement and compliance.

Establishing institutional checks and balances against regional abuse of discretions through regular performance standards assessments in the determination of environmental and security-related threats.

Facilitating timely enforcement of mandatory executive investigations in 42 USC 9610 for labor-retaliation in hazardous incident enforcement.

Prioritizing the rights and safety of affected citizens over third-party stakeholders.

Mitigating non-compliance through the enforcement of constitutional and regulatory obligations of the state.

To ensure:

• continuum of the national response framework in the remediation of hazardous releases reported to the NRC

• accuracy in data and reporting necessary to conduct effective, adaptive and responsive environmental and homeland security threat assessments

• proper ESF designation and administration of state emergency management plans.

And to prevent:

• lapses of lead agency jurisdiction
unlawful procurement of discretionary services in emergency incident management

• unlawful diversions of justice and human trafficking in government acquisitions

• the escalation of violence and outcomes historically associated with acts of terrorism
